Until there is some sort of intelligence being out into the repoert system is up to you to decide who should be matched against toxic or ragey players.
They really should add descriprions of what is and what isnt feeding, ability abuse, etc. Even if you get matched with someone way below skill, if they die a lot they might be learning. Im getting my brother hooked to the game but he doesnt want to play against people because of how horrendous you animals were. Yeah it might be infuriating to get matched to someone that has poor positioning, is learning what to buy or what not to buy, etc. but put yourself in his/her (who am i kidding, its his) shoes. Just learning how to manouver can be very heavily punished by the enemy, you are gonna pile up on that and yell or rage at the person and ruin their future games by reporting? Use them properly, save them for the person refusing to fight with his team out of spite, save them for the players that want you to lose
