Colab with one of the long time pro's like N0tail, Ceb or anyone with experience, fly them out for a week and create a proper tutorial for new players so it actually feels like you are ready to play the game and not have to grind bot games for months.
If Turbo doesn't count towards ranked progress, boosters would not play it and it would be mostly casuals and new players who play the game mode, which it's entire purpose.
Lastly, FFS. Look at EA, Activision and finally Perfect World. Look how they market their games, promoting it to the general population. TI in China had a bunch of posters in subway and across the streets, Western World has literally nothing. Make some creative ads for twitch and other platform where you make a cool trailer or a cinematic, spiking people interest or simply discovering it exists.
Most people don't play Dota because they don't even know it exists because of poor marketing.
I really hope Valve take a look at their game from the outside and try to understand why it's so hard to get new players to play it.
