Dota 2 update for 9/9/19

Size is ~85 MB (with Workshop Tools). The main highlight, or rather, lowlight of this one, is that this one more officially puts nails into The International 2019 Battle Pass' coffin as announced earlier. Battle Pass benefits are now done for, including your chat wheel. So if you had any sounds you liked spamming over and over...well, let's just say this about everybody's chat wheels: ► 🔊 Crash and burn

Also, Elder Titan's Astral Spirit buff is now dispellable as of this update, as was originally first intended to have happened with DotA 7.22g. And Doom's Devour Creep Max Level not showing up in its ability description is fixed.
